The Ministry of Justice doubts the usefulness of the president's proposal to film all searches and seizures, considering that such a requirement may complicate the investigating officers' work as their performance in each case requires a special person and special technical measures. Meanwhile, experience shows that at the same moment a considerable amount of searches and seizures are being carried out, and law enforcement resources are limited. Therefore, the Ministry proposes only some of searches be filmed or that the investigating bodies receive adequate time to prepare for new regulations.
