The Parliament of the Republic of Lithuania this week voted to not allow non-citizen permanent residents to be members of Lithuanian political parties. This is in opposition to a warning from the European Commission that the Lithuanian law stating that only citizens of the country can start and join political parties is a possible violation of EU standards.
Both citizens of Lithuania and other EU citizens permanently residing in the country can, however, actually run as members of the European Parliament from Lithuania, while even permanent residents of Lithuania who are not EU citizens can run for municipal office.
