A Lithuanian Government report prepared by the Ministry of Social Security and Labor, the minister of which is member of the Lithuanian Labor Party Algimanta Pabedinskienė, notes that the “principle of mutual complementarity of paternity and maternity” being proposed in the amendments is redundant to already existing laws. In addition, the Government says it supports the argument made by the European Law Department under the Ministry of Justice, headed by Social Democrat Juozas Bernatonis, that the regulation being suggested raises doubts about the fulfillment of the essential principles of EU law and the provisions of the European Convention on Human Rights.
