The development of such a bill was allegedly necessary because of cases when Lithuanian citizens in other countries are taken from the legal guardians of the child and given for adoption to same-sex couples. Member of Parliament Grazulis asserted that various studies have shown that children who grow up in partnerships of gay and lesbian individuals, which he claims is not a real family, experience much higher negative social, economic and emotional consequences than in, as he put it, normal biological families. So, he concluded, this is true child abuse.
